A blockchain organizes transactions into linked blocks. Participants follow rules for valid updates and their ordering.
Imagine two requests spending the same one-use entitlement. Both may carry valid signatures, yet their order determines which can be accepted. Replicating the requests alone does not settle that conflict.
A chain records state changes accepted under its rules. Whether an external event occurred, or a real-world right is enforceable, requires additional evidence.
