Why does AFS need an operating layer?

Applications need operating rules beyond resource access.

AOS, or Agentic OS, supplies operating semantics above AFS. Being able to read or execute a resource does not by itself explain how applications load, requests route or sessions are organized.

The implementation includes Blocklet activation and discovery, HTTP handling and session-related subsystems. Shared behavior is separated from platform-specific ways to receive traffic or persist state.

The useful picture is common operating rules connected to platform facilities. OS here does not mean replacing a Linux or macOS kernel. Architectural separation is also different from verified feature parity across platforms.
